Police say the incident happened on Anzac Parade at Maroubra around midnight (AEDT).

SA:Will the Rann-Foley team survive 2011?

ADELAIDE, AAP - Another year, and another top South Australian politician has been
bashed on the head.

This time last year, South Australian Premier Mike Rann was embroiled in a sex scandal
after being whacked in the face with a rolled-up newspaper, the treasurer was depressed
and their government was on the nose.

As this year ends, treasurer Kevin Foley has been bashed outside an Adelaide nightspot,
and the Rann government is still on the nose amid calls for leadership change and a string
of protests across the state.

A big question for political observers in 2011 is: will Mr Rann and Mr Foley step down
or will they be pushed?

Mr Rann insists he will lead his government into the 2014 election.

"I do know how to call it," the premier said.

Mr Foley defiantly says he will decide when he leaves, and that's not yet.

"I have had a terrific career, I've still got more juice in the tank.

"I apologise to South Australians if there have been elements of my behaviour that
they don't think befits someone of my position. I ain't perfect and I have made some terrible
mistakes."

Labor scraped into a third term of government in March 2010, on the back of a smart
marginal seat campaign and a questionable tactic designed to entice Family First voters
into preferencing Labor ahead of the Liberals.

One of the hallmarks of the Rann government's first two terms was unity and discipline.

But this has evaporated amid public rowing among cabinet ministers, backroom talks
between the right and left about succession, the protests and a motion for generational
change at the November ALP state conference.

Mr Rann and Mr Foley survived the challenge at the conference, which they entered flanked
by armed guards as protesters gathered outside, angry about budget cuts.

A day later, the spotlight was back on Mr Foley, after he was knocked to the ground
by a king hit outside the Marble Bar in the early hours of Sunday.

There are conflicting stories about his movements, but he told reporters that after
the ALP conference he went to his staff Christmas Party, then to a bar with some businessmen
before having a solo pizza.

The divorced father of two had embarked on a "lonely" trek home seeking one of Adelaide's
elusive taxis when he was bashed.

Tales offered up to journalists variously said he was alone and with women, and one
woman says he was behaving in a "sleazy and inappropriate" manner.

Businessman Ross Makris, who was with Mr Foley at one pub, said the treasurer was not
drunk and the "sleazy" claims were just "grandstanding" by a young woman.

Mr Foley says he was sober and these comments were both wrong and grossly unfair.

"I feel a bit victimised," Mr Foley told journalists.

"At the end of the day, I was bashed, and bashed seriously."

But the allegations beg the question about how the faux pas-prone treasurer, who famously
told a radio station he was not the sharpest tool in the kit, has made himself such an
easy target.

Haydon Manning, head of the Department of Politics and Public Policy at Flinders University,
says anyone who might have given Mr Foley's leadership the benefit of the doubt at the
ALP conference might now be thinking again.

"With the events surrounding the conference, the reports of backroom conversations
between leaders of the left and right factions and following the unfortunate circumstances
surrounding Kevin Foley, backbenchers must be wondering," Associate Professor Manning
says.

He says that if Victorians could dump the Brumby government just because they want
a change after a few years, the Rann government probably does not have much hope at the
next state election, in 2014.

"If I were a backbencher on a low margin, I'd be thinking we'd better look different
before the next election in 2014, he said.

Prof Manning thinks the very public calls for leadership change may have made it difficult
for Mr Rann to step down on his own terms.

"It now looks he's being pushed, and that push will either come with a heavy shove,
a vote, or he will recognise that it is time to move on.

"He may well dig his heels in and stand by the record of his government.

"All that adds up to a period of instability going into next year."

Clem Macintyre, head of Adelaide University's School of History and Politics, says
it is clear that there has been a breakdown of discipline within Labor.

"There is no doubt that the electoral result in Victoria will be sobering to the Labor
Party here. They would have expected the Brumby government to be returned. The fact that
Labor did well federally and then saw a six-and-a-bit per cent swing at the state level
suggests it could happen here.

"I think that is going to really concentrate the minds of the backbenchers and the
party, and if there is going to be a change before the 2014 election, then the time to
do it is next year."

BRISBANE, Aug 3 AAP - The Queensland government's use of cartoon code names to refer
to public assets up for sale is normal practice and not an attempt to avoid scrutiny,
Premier Anna Bligh says.

The Opposition revealed in June that government officials had been told to refer to
the assets by using "toon town" code names.

Queensland Rail was called "Thomas", "Popeye" referred to the Port of Brisbane, "Road
Runner" was for Queensland Motorways and Queensland Forestry was dubbed "Tarzan".

The Opposition accused the government of using the names in a bid to beat right-to-information
(RTI) requests.

Deputy Opposition Leader Lawrence Springborg on Tuesday tabled documents uncovered
in an RTI search that showed public servants were asked to use the names as project names
to protect confidentiality.

He said the names were not necessary and accused the government of "deceit, dishonesty
and cover-up".

"Given that such contracts always have in-built confidentiality clauses without code
names, will the premier finally admit that these code names were concocted to avoid public
scrutiny of her asset sale program?" Mr Springborg said.

But Ms Bligh said there was no cover-up.

"It is very common for Treasury, when dealing in commercial transactions, to give code
names and passwords to ensure that documents and the commercial interests of the third
parties that the government is dealing with are adequately protected," she told parliament.

She said the fact that Mr Springborg could find out about the code names showed they
were not secret.

Police say a campaign aimed at cracking down on the supply of alcohol to minors is
needed to change community attitudes towards drinking.

While the number of minors drinking in pubs and clubs has declined across the state
.. an alarming number of young people are drinking alcohol in parks .. shopping centers
and beaches.

Police Minister MICHAEL DALEY says extra police will patrol areas outside licensed
premises to stem a growing concern that minors are offering money to adults passing by
to buy alcohol for them.

Anyone caught supplying alcohol to a minor will be issued with an on-the-spot fine
of one thousand dollars.

CANBERRA, Aug 12 AAP - An experienced commercial pilot in Papua New Guinea says a missing
plane with 13 people aboard will undoubtedly be found, but it's strange the emergency
beacon did not go off.

Eight Australian trekkers and a tour guide on their way to walk the iconic Kokoda Track
were aboard Airlines PNG flight CG4684 from Port Moresby to Kokoda on Tuesday but the
plane failed to reach its destination.

There are grave fears for all on board the missing Twin Otter aircraft.

The plane's emergency beacon signal has not been picked up yet but Kiunga Aviation
chief pilot Richard Leahy told ABC Radio on Wednesday that the plane would undoubtedly
be found.

"Oh they'll find it, there's no doubt about that at all. It's sort of a bit strange
that no beacon went off really. The beacons are generally set into the tail and the tail
is normally the least most damaged part of the aircraft in a crash," he said.

"It might mean that it was cleaned up by a tree or something as he went into the trees,
and got knocked out or something - it doesn't say anything specifically, it just means
that it's not going off and it should be."

Mr Leahy, who has 40 years experience flying in PNG, said there would not have been
much air traffic in the area and he described the flying conditions as cloudy on Tuesday
morning, the day the plane disappeared.

But it wasn't uncommon for planes to fly around above the clouds until it cleared in
the valley, making it safer for pilots to land, he said.

"It might be a beautiful, fine day, but the valleys, you get cloud in the valley and
it sort of stays there until the sun burns it off."

Mr Leahy said the missing plane was old but would have been well maintained.

"They're a pretty old sort of an aeroplane, but they're in perfect condition, they're
very, very meticulously maintained and there would be absolutely nothing whatsoever wrong
with the aeroplane."

Authorities are to resume the search for the missing plane on Wednesday morning.

More than 300 workers will finish up at Brisbane's Fisher and Paykel refrigerator factory
today .. as the company prepares to shift operations to Thailand.

The Australian Manufacturing Workers Union says the workers aren't highly paid and
the decision's disappointing .. especially given the amount of support the company's been
given.

AMWU Secretary ANDREW DETTMER says the union's worked hard with Fisher and Paykel to
help them ensure profitability out of their Queensland operation .. and the company's
also received considerable assistance from both State and Federal Governments.

Mr DETTMER says it's a shame companies like Fisher and Paykel .. which have built up
a reputation based on being high-quality and locally manufactured .. can't see the value
in retaining their local workforces.

The company's also closing factories in the United States and New Zealand.

MELBOURNE, Aug 29 AAP - A public rally will be staged from 2.30pm (AEST) today outside
the offices of Fairfax Media's The Age newspaper in Melbourne, unions say.

The rally is to protest against what staff claim is the lowering of editorial standards
at the paper.

Fairfax Media staff in Melbourne and Sydney are on strike until Monday over job cuts and pay.

Media Entertainment and Arts Alliance spokesman Mike Dobbie said the rally would continue
into the evening.

"This protest rally is open to everyone in the community to come out and support high-quality
journalism at The Age and to condemn the low-cost, low-quality journalism that Fairfax
management wishes to impose," he told AAP.

Fairfax chief executive David Kirk today denied the 550 job cuts announced this week
would affect the quality of the group's reporting.

He said just over 100 jobs would go across Sydney and Melbourne editorial departments,
but would largely affect sub-editing positions on advertising and lifestyle supplements.

"Not the ... hard news, not the international news, not the business, sport, local
news, that is not the part of the business that is being affected at all," Mr Kirk told
AAP.

"It's really quite mischievous of people to say that there's going to be a decline
in the quality."

NSW: Winston Churchill's great-grandson sentenced over drug bust

The great-grandson of former British prime minister Sir WINSTON CHURCHILL has been
sentenced to at least 20 months jail .. for his part in a 15 million dollar ecstasy supply
operation in Sydney.

But NICHOLAS JAKE BARTON will be eligible for parole in February next year .. in time
to visit his terminally ill mother in the UK.

Judge COLIN CHARTERIS told Downing Centre District Court there had been an opportunity
to temper justice with mercy.

The court was told BARTON'S mother .. ARABELLA SPENCER CHURCHILL .. the granddaughter
of Sir WINSTON .. is expected to die from pancreatic cancer by April.







34 year old BARTON pleaded quilty earlier this year to taking part in supplying drugs
in June 2006.

But Judge CHARTERIS today found he had only a belated and limited role in the supply
of the drugs seized by police.

The court was told BARTON sublet a rental property to New Zealander REESE GERARD WOODGATE
in early June 2006 .. as he was living in Byron Bay and didn't plan to move to Sydney
for three months.

BARTON claimed when he first sub-let the property he did not know WOODGATE would involve
himself in the illegal drug trade.

But he admitted that when he did find out .. he didn't do anything to stop it .. and
became complicit.

Judge CHARTERIS found there was no evidence BARTON had made money and his guilty plea
.. despite the Crown's weak case .. indicated genuine contrition.

He'll be eligible for parole on February 16 .. and Judge CHARTERIS said he should then
be granted permission to leave the country to visit his dying mother.

SYDNEY, Aug 9 AAP - Students of other faiths are welcome in the state's Catholic schools,
the church says, denying it is seeking to squeeze out non-Catholics.

News Ltd reported today that Cardinal George Pell and a group of other Catholic leaders
want preference for school places given to children from a school's parish, followed by
other Catholics, then other Christians and then finally to students from other religions.

The schools have been urged to "re-examine how they might maximise enrolment of Catholic
students" and increase the proportion of school staff who are "practising and knowledgeable
Catholics".

Brother Kelvin Canavan, the executive director of Catholic schools in the Sydney archdiocese,
said the preference system had been in place for decades.

"That's really been the custom and practice probably for the last 20 years," he told
ABC radio today.

"The children of the local parish that has built and operates the school, those children
always have first call, then it's opened up to others.

"So there's nothing different in that."

Brother Canavan said about 20 per cent of students at Catholic schools were non-Catholic.

"The bishops have said we recognise this change and we embrace this different environment,"

he said.

"So there's no suggestion that people of other faiths are being squeezed out."

Brother Canavan said what the bishops had done was take stock of Catholic education
over the past 180 years.

"They have raised a number of issues and one of them, of course, is the whole religious
dimension of the schools in this more secular society," he said.

MELBOURNE, Feb 15 AAP - The Nine Network has announced a multi-million dollar deal
for it to broadcast many of Australia's premier horse racing carnivals - but not the Melbourne
Cup.

The eight-day Melbourne Cup carnival - which also includes Derby Day, Oaks Day and
Stakes Day - will remain with Nine's archrival, the Seven Network.

Seven and the Victorian Racing Club have a long term deal for the high rating event.

Nine chief executive Eddie McGuire today announced that 13 race meetings will be broadcast
live on the network starting with the Blue Diamond Stakes race day at Melbourne's Caulfield
race track next Saturday.

"Horse racing is a sport of many champions and it's great to have it back on Nine,"

Mr McGuire told reporters this morning.

"This is a most significant agreement. Never before has there been this level of courage
on free-to-air television.

"In spring, we will have the Caulfield Guineas, a magnificent race, and the time-honoured
Caulfield Cup, as well as the weight-for-age championship of Australasia, The Cox Plate,
the race of legends."

Sydney's Golden Slipper is also on the Nine schedule.

Media advertising mogul Harold Mitchell, chairman of TVN, said the deal marked a new
level of exposure for Australian racing at a time when it was attracting unprecedented
global interest.

"This commitment recognises the unique cultural relevance of thoroughbred racing to Australians.

"In Australia, horses can be heroes," Mr Mitchell said.

MELBOURNE, Aug 29 AAP - About 200 union officials and workers rallied outside the Federal
Court in Melbourne today to support West Australian workers facing unprecedented legal
action for striking.

The 107 Mandurah rail project workers each face fines of up to $28,000 and are the
first Australian workers being prosecuted under the federal government's new industrial
laws.

The rally coincided with the first appearance by the workers from the Mandurah rail
project in the Federal Court in Perth today.

The Australian Building and Construction Commission issued writs against workers last
month after they took strike action in February, protesting against the sacking of a union
shop steward.

It is the first time individual workers have been fined over such strike action rather
than unions.

Speaking at the Melbourne rally, ACTU sectary Greg Combet said the union movement had
launched a fighting fund to defend workers prosecuted under the new regime.

"We'll fight for them wherever we need to and anyone else who faces the same treatment,"

Mr Combet said.

MELBOURNE, April 22 AAP - One in 84 motorists tested in a Victorian police blitz on
drink driving was over the legal limit.

A total of 4,800 motorists in Melbourne were tested, with 58 motorists - one in every
84 - detected as being over the legal drink driving limit.

Police said the operation, which had been well publicised, included testing units set
up at seven points on major roads in and out of the city.

"The results confirmed our previous thoughts - there is a clear drink driving problem
in the CBD," Superintendent Mick Williams said today.

"It is not decreasing, if anything it is on the increase.

"It appears irrelevant whether we provide motorists with advanced warning or not of
booze operations.

"There are still those motorists who are prepared to take the risk."

The highest blood alcohol reading detected in last night's operation was .221 per cent
recorded by a man in his 30s.

Similar drink driving operations conducted last February and December had detected
103 and 100 motorists exceeding the 00.05 limit.

In those cases between 7500 and 8000 people were screened.

Last night just 4900 motorists were tested.

"One in every 84 of those motorists are incapable of being in control of a car, it
very, very frightening," Superintendent Williams said.

WA: Children with eye disease in WA need not cross continent

PERTH, Dec 23 AAP - Children in Western Australia suffering eye conditions can now
be assessed in Perth instead of travelling to Sydney or Melbourne.

Health minister Jim McGinty today unveiled a new eye scanning camera at the Princess
Margaret Hospital for children.

The camera was funded by Bluey Day Foundation which raised $130,000 for the camera
and the state government, which contributed the additional $30,000 needed.

The camera will be used for the immediate detection of eye cancers and other serious
optical conditions such as retinopathy of prematurity, juvenile glaucoma and shaken baby
syndrome.

"Until now children have had to travel to Sydney or Melbourne for eye scans, which
was often tiring and disruptive for young patients and their families," Mr McGinty said.

"Now children can be screened and monitored here in WA, leading to quicker and better
diagnosis and treatment."

The camera works by taking a photo of the retina inside of the eye.

Last month the hospital also received a new $1.2 million 64 slice computer tomography
scanner, used to assess young cancer patients, trauma victims and children with brain
and heart disease.

CANBERRA, Aug 20 AAP - Queensland Nationals Senator Barnaby Joyce arrived back in his
hometown of St George today to await his party's judgement on the government's offer of
a $3 billion sweetener to smooth a Telstra sell-off.

He was returning home after a frenetic first fortnight in federal parliament where
it seemed towards the end he would back the government proposal.

He has since let it be known his decision on the fate of Telstra is far from a done deal.

Senator Joyce has distributed an email asking Queensland Nationals members for feedback
on the government's $3 billion proposal and the party's state management committee has
also sent information to party members on the deal.

Prime Minister John Howard last week won partyroom support for selling the government's
remaining 51.8 per cent share of the telco, although Senator Joyce is yet to confirm he
will back the move.

To garner the support of the Nationals, the government has pledged a $3 billion package
of sweeteners, including a special fund that would cover the cost of upgrading country
telecommunication services.

The Queensland Nationals' 47 management committee is to vet the package before Senator
Joyce decides whether to support the sale.

"I just want to make sure that we get an honest decision back from them about what
they believe is right to do," Senator Joyce told ABC Radio's AM program today.

"We've got the best deal we possibly can get but if they're not happy with it, they
have got to feel that they're quite free to turn it down."

Many in the Queensland Nationals are said to believe the party's future rests with
their decision on Telstra, and Senator Joyce concedes that doing a bad deal could be devastating.

"We're not going to be railroaded into anything," he said.

"We're going to make sure that everybody's comfortable with what we've got because
once it's sold you won't get it back, so people have got to be happy with the deal that

"If people are happy with it, we go forward, if they are ambivalent with it, we probably
go forward but if they are dead unhappy with it, well, then we don't."

Mr Howard is thought to be trying to shore up the support of either Australian Democrats
senator Andrew Murray or Family First senator Steve Fielding should Senator Joyce's vote
not be forthcoming.

The prime minister this week said he couldn't guarantee that every Australian's personal
telecommunication services would improve once Telstra was sold into private hands.

But he said customers would have greatly improved services in general, and services
which are fairly evenly available throughout the country.

Opposition Leader Kim Beazley seized on Mr Howard's comments, saying the only way to
keep pressure on Telstra to keep improving services to country areas was to keep it in

NEARLY 20 years after first allowing people to buy their own phones, BT is embracing the same idea for its broadband internet service.

Until now, you had to wait for an engineer to turn up and install the kit, which can boost your online speed tenfold. It is expensive (up to [pound]150 to install) and involves a long wait.

No wonder just 100,000 have the 'ADSL' service, which makes online games, music and video downloads possible. A year ago, when the service was launched, BT already had 100,000 requests.

The company recently halved installation charges to [pound]75, plus a [pound]30a-month rental, and says the signup rate doubled.

The new plug-and-play system, which may cut the prices to [pound]50, plus [pound]25 a month, begins in January. BT fell 21/2p to 365p.

National Federation of the Blind Joins Forces with Ticketmaster.

The National Federation of the Blind (NFB), a nationwide advocate for Internet access by blind Americans, announced a cooperative agreement with Ticketmaster, a global provider of event ticketing services, to make its website fully accessible to the blind.

Under the agreement, Ticketmaster will make its website fully accessible to blind users utilizing screen access technology by December 31. Screen access technology converts what is on the computer screen into synthesized speech or Braille.

"An increasing number of goods and services are now offered primarily over the Internet and Ticketmaster's extremely popular ticket sales website is a prime example of this trend," said Dr. Marc Maurer, President of the National Federation of the Blind. Media: Inside Information - Well-planned events are capturing the press' attention.

Just about anything that can get a reporter's interest might seem appropriate when holding an event - from free food and booze to a chance to meet the Dallas Cowboy cheerleaders. But PR execs say that the best event to generate coverage may not be a group gathering at all.

'If you can deliver your messages without doing a (large) event, by all means, do it another way,' says Maria Kalligeros, CRT/tanaka EVP and consumer practice director. 'There's a lot of wear and tear with events in terms of time, expense, and planning.'

Desk-side visits can often be the best kind of 'event,' she notes, helping busy reporters save time by bringing firms and clients directly to journalists' desks.

Events have their uses, of course: CRT/tanaka promoted the wines of Rioja through a trip it organized to the Spanish province for food and travel writers, providing material for features they could or would not otherwise have written.

Scott Krugman, VP of PR for the National Retail Federation (NRF), agrees that a gimmick event that doesn't provide added value isn't worth doing.

'There's a guy in my office who's fond of saying, 'If it ain't catered, it ain't covered,'' he says. 'I don't necessarily believe that anymore. Especially in DC, you can get free food any day of the week.'

Krugman says the NRF's recent 'Cyber Monday' event at DC's ESPN Zone (pictured), to which the general public was invited for free food and Internet access for online shopping, gave broadcast reporters ready-made footage for something otherwise hard to illustrate. It also provided reporters a chance to interview NRF officials.

Jake Ward, a director at Qorvis Communications, says brown-bag lunches, particularly when the target audience is high-tech or other trade reporters, provide efficient access to company executives while allowing media to ask a range of questions suitable to the particular focus of their outlets.

'Conflict sells, process stories are hard, and quotes make a story great,' he adds. 'Food (is) much less important than quotes.'

Prior to selecting WhatsUp, Scope relied on a combination of Agent Guardian and simple scripting tools for monitoring its extensive network. However, the organisation found it difficult to identify potential problem areas and wanted a solution that would not only increase the reliability and availability of the network, but also could determine the extent and root cause of outages quickly and efficiently.

The goal was to quickly pinpoint equipment failures and to notify users, ideally before they had noticed problems.

Scope uses WhatsUp Professional to track network failures and send alerts when problems occur, restart a stopped service, or launch a program automatically. The alerts can be sent via email, pager, mobile phone, SMS or audio alerts, plus system task tray alerts.

"When critical components fail, WhatsUp Professional is configured to send alerts to dedicated desktop, network and server engineers. The helpdesk monitors WhatsUp to immediately see if there are problems. When people call in from remote sites, helpdesk staff checks connectivity prior to starting a more comprehensive trouble analysis - it is now often possible to advise a caller upfront as to the likely cause of a problem," explains Metzler. "This was never possible prior to us using WhatsUp. We can now quickly provide information about service levels and response times - not only for central computer resources, but to individual desktops."
